Since iOS 11, iPhones save photos in HEIC (also called HEIF) by default. The format stores the same image in roughly half the space of a JPG, which is why it is used. The catch is compatibility: many websites, forms, older versions of Windows and a lot of programs cannot open HEIC, so a photo that looks fine on your phone gets rejected when you try to upload it.
It decodes the HEIC file and saves the image as a standard JPG or PNG that opens anywhere. The decoding happens inside your browser using an open-source decoder, so your photos are not uploaded and there is no size limit imposed by a server. The converter itself is about 3 MB and is only downloaded the first time you use it.
Choose JPG for almost everything: it is compact and accepted everywhere. At the default quality of 92 the difference from the original is very hard to see. Choose PNG only if you need a lossless copy, and expect a much larger file.
If you would rather not convert every time, you can change the format on the phone. In Settings, open Camera, then Formats, and choose "Most Compatible". New photos will be saved as JPG. The trade-off is that files take up more space.
