Shuffling a list sounds trivial, but doing it badly produces results that look random and are not. This tool uses the Fisher–Yates method fed by your browser's cryptographic random number generator, and it avoids the small bias that appears when a random number is squeezed into a range that does not divide evenly. Every possible order of your list is equally likely, which is what you need when the result decides who goes first.
The option "Keep only this many lines" shuffles the list and then keeps the first lines. Because the shuffle is uniform, those lines are a fair random draw without repetition: nobody can be picked twice. Press "Shuffle again" to make another draw from the same list.
By default blank lines are removed and the spaces around each line are trimmed, so a stray empty line cannot end up being drawn as a winner. Turn those options off if the blank lines are meaningful for you.
The tool does not keep a record of the draw, cannot be audited afterwards and gives a different result every time you press the button. For a raffle that must be verifiable by other people, run it while everyone watches or record your screen.
